I am directed by the Governor to inform you that the experimental and provisional arrangement which was sanctioned by my letter of the 5th April last does not appear to work well. His Excellency has been pleased to give the following orders, which will supersede those referred to.
Dr. Wharry is, in accordance with the Secretary of State's instructions conveyed by his Despatch No. 24 of the 25th January last, to understand that the sanctioned increase of pay is conditional upon his taking sole charge of the Lock Hospital.
Dr. Wharry is to understand that the increase of pay "remains provisionally sanctioned, even though the increase of accommodation may lead to a larger number of patients."
Dr. Marques will therefore be in charge of the examination of women under the Contagious Diseases Ordinances, both at the Hospital and at Wanchai. The Medico-legal work will, as a rule, be performed in future by Dr. Marques, except in special cases when the Coroner may deem it necessary to designate Dr. Wharry for that duty.
Dr. Wharry will not be allowed private practice and will continue to have charge of the Smallpox Hospital, as well as the Civil Hospital.
I have to request you to communicate these instructions to Dr. Wharry and Dr. Marques.
